Leading8 is a consultancy that, through provision of specialist commercial and project management advice, assists public and private sector organisations manage change and implement strategic initiatives.

We are experts in project management frameworks such as PMBOK, PRINCE2, MSP and CMM, and in government processes and policies, including Gateway, the Investment Management Standard, Investment Lifecycle Guidelines and the Victorian Government Purchasing Board policies.

Investment planning and business case development

In our experience, robust front-end project planning and problem identification is critical to the ultimate project success. Too many times have we seen project teams jump into solution mode without properly understanding the problem they are trying to solve.

We can help you unpack the problem or service need that the investment is meant to address and identify the strategic response and possible solutions through Investment Logic Mapping (ILM). On the basis of the ILM, we can help you develop persuasive documentation, in accordance with the relevant guidelines, to justify investment to address your problem, from high-level strategic assessment through to a full business case.

  • developed or reviewed multiple options analyses, strategic assessments and business cases for High Value High Risk (HVHR) and smaller projects across different sectors, including gaming, water, transport, education and health.
Procurement and tender management

Procurement and tender management

We can help you undertake an end-to-end procurement process, from developing a procurement strategy through to tender design and evaluation, contract negotiation and ultimately successful contract execution. In running a procurement, we are strongly focused on meeting the procurement objectives, particularly achieving value for money.

We specialise in public sector procurement, with significant experience in helping public sector organisations across multiple sectors successfully engage with the industry through tender processes of varying size and complexity.

We are also experienced in undertaking statutory licensing processes for some of the biggest State assets, that require a structured approach to the market and commercial negotiation.

  • allocation of gaming licences, including the lotteries licence and the gaming machine entitlements
  • end-to-end procurement of portfolio management services for the school infrastructure program
  • tender processes for large scale IT transformation and outsourced arrangements

Project & program management

Contract management

Effective contract management is critical to achieving procurement objectives and realising benefits from the investment, however, in our experience, contract management is often an afterthought to procurement and not considered a priority until problems arise.

We can help organisations assess their contract management capability and develop frameworks and tools, such as a contract administration manual (CAM), to enable effective and efficient day to day operational contract management.

Joel is a results focussed executive with over 30 years’ experience working in both the corporate and government sectors. Joel has a proven track record of delivering quality business outcomes in challenging and complex environments through strategic interventions. His key strength is the ability to lead organisations through major change requiring problem identification and solving, strategic planning, stakeholder management and complex negotiation.


Peter Tsyer


Peter has over 15 years’ experience working in, and consulting to, the public sector and a range of private sector organisations. His diverse range of experience includes heading up the commercial and legal functions on major government procurement and licensing programs, development of complex business cases, commercial negotiation, contract management and financial reporting
